It’s simple. Public high schools are rated according to class passing rates and overall graduation rates. Colleges are rated on the reputations of their graduates. So there’s a conflict in standards. As long as high schools have to “teach to the test” and hamstring teachers from fairly rating student abilities, students will never be truly ready for university.
And college majors won’t prepare them for actual jobs.
