What leverage does Ukraine think they have to institute such a blatantly pro-Ukraine peace resolution? Based on Ukraine’s proposed plan, you’d think they were at the sea of Azov and halfway to Moscow, rather than stuck in a few salients along the same frontline they were at a year ago.
They had one a year ago, that was probably far more favorable than anything they will see now, until their minders shot it down.
This isn’t even close to being a a legitimate peace proposal, at best it is an attempt to spin a “look, those mean Russians won’t accept peace!” news story. There’s nothing even resembling a concession, it reads more like a demand for unconditional surrender.

If, for example, one reason for the initial attack was enlarging their area for more natural resources, why would they fail even if they win? It’s incredibly naive to think their goal is something boolean, that you either achieve or don’t. If your goal is to get more land, you can win once - and then invade again. How is this not obvious to you?
