I don’t know if there’s one for every country every year, but they definitely release one for a lot of countries, and they definitely release one for Xinjiang specifically every year. The reports on Xinjiang go from no mention of genocide in 2019, the possibility of genocide and an ongoing investigation in 2020 (the most recent one when the article you linked was written), and “it looks like genocide and we think that China’s political leadership is doing it intentionally” since then.
