It isn’t positive and negative at the same time but some amount of positive and some amount of negative for some period of time. It’s still one state that is just somewhere between a number of states.

Often immigrants come to do very low-paid jobs so it’s no wonder that among that group there’d be more really poor people and those on the dole.
