For example, might it be modled on the cover up of the Manhattan project when it was ongoing? If so, would there be any unique indicators that such a cover up is ongoing now?

Would you be able to give an example of a leak being disinformation? I’m not saying there isn’t, I’m honestly just curious. I’d like to educate myself in this case.
Generally, I would agree with you. However, I would argue that most critical information that needs to stay out of the public eye is likely located on an intranet with no connection to the outside world.
Take the Snowden leaks as an example. He had to physically walk out with those documents. It’s worth noting that Snowden had this to say about “aliens” when searching for documents: “I had ridiculous access to the networks of the NSA, the CIA, the military, all these groups. I couldn’t find anything,” he continued. “So if it’s hidden, and it could be hidden, it’s hidden really damn well, even from people who are on the inside.”
Generally speaking, hackers target data they can profit from, such as bulk user data like credit card information, identities, and so forth. Despite popular belief, the vast majority of hackers targeting governments are actually other governments.
Edit: Just to play devil’s advocate, there was a hacker named Gary McKinnon who breached NASA’s security in the early 2000s. He claims to have seen satellite imagery of UFOs. Although it’s anecdotal, I thought it worth mentioning as it’s relevant to our discussion.
You are correct, and I must apologize for the misunderstanding. When I originally read your first comment, I somehow overlooked the fact that you specifically mentioned aliens. What I meant to say is that it’s evidence of something non-prosaic or unlikely to be man-made. However, I wouldn’t necessarily assert that it’s made by aliens.
I agree with you here.
