It turns out shoplifting isn’t spiraling out of control, but lawmakers are pushing for tougher penalties for low-level and nonviolent crimes anyway.

The whole thing has been bullshit for decades. They write shrink and certain returns off on taxes anyway. So basically taxes cover the corporations from losing money yet again.
and then they jack up prices anyhow, too
