    If the whole pipeline is 36" except for a small part that is 30" doesn’t that make the whole pipes throughput essentially 30"?

        Technically yes, but they operate well below design pressure of the pipes specifications anyways.

      They’re insisting that it will still achieve the target throughput in the design. There’s a PDF linked to from the article if you can make any sense of it.
